Yes, got taught at school, like, 8 yrs ago. Simple, really. Smallest cutlery starts at the outside, work your way in with bigger cutlery next to the plate. However, when setting a table to royalty this changes to suit their style.

Man... my grandmother used to drill us on where each and every stinkin' utensil, glass, and plate went. I remember the basics - forks on the left and knife and spoon on the right but I think I mentally blocked out where the frackin' fish fork goes....
