I have a 1994 Nissan Altima that has some paint chipping, worn, etc. mostly on the bumper.

Is there a cheap touch up paint that will look pretty good or is it just a waste of time?

They sell touch up paint in the form of little bottles with brush and ball pen type at your local auto shop. Touching up the paint isn't going to be as good at a new paint job, but it does hide the small chipping pretty well. If you have exposed metal, it also prevents rust.

Touch up paint can work great. Be sure to get the right color number. Litle chips can be covered with touch up paint that comes in a little bottle with a brush (much like nail polish) For larger areas get a spray bomb. Smoothe out the chips as much as you can . Use VERY fine sand paper Be sure to get rid of any rust. Apply the paint with brush or spray. Don't put it on in one thick coat. try several light ones and let it dry in between. When you done, let it really dry then buff and polish it up and in should look good.

The paint on plastic bumpers requires a flex agent be added to the paint or it will easily chip off. You would need to have the bumpers painted professionally to look good for very long.
