No force. That is simply the total angular momentum of all the particles that condensed to make the earth. The axial tilt is actually about 23.5 degrees, and varies slightly over time.

In reality, the earth is tilted about 23.5 degrees on its access, No one knows why the Earth's axis is tilted by 23.5 degrees. Some astronomers think that about 5 billion years ago, when the Earth was still very young, it was struck by a Mars-sized planet. This colossal impact could have tipped our planet over. Whatever the reason, it's a good thing - if the Earth did not tilt, countries near the poles would be cold and dark all year round. If it tilted too much, the seasons would be very extreme .

The obliquity of the ecliptic (another name for the amount of axial tilt of the Earth) is actually more like 23.45 degrees, not 30. There isn't a force that causes it. It's just how the axis of rotation is tilted currently. Our moon is partially responsible for holding it in place. Without the moon, our axis would probably wobble about much more, though not at a rate we'd be able to notice.

Why the Earth is tilted on its axis isn't known for certain, although it may have happened as a result of the Mars-sized body that impacted Earth not long after it formed. That event also eventually formed our moon from the debris thrown into space from the impact.

there is no force as such. but its just the information given to us by the astronomers that earth is tilted 23.5 degrees. using this information we come to know more about seasons

The Mars sized mass that slammed into the earth 4.5 billions years ago did the trick. Inertia has kept it there ever since.

Exactly as Braxton put it. We were hit by a meteor. Which also later formed our moon ( 30 days later).
