I think they actually found the Zodiac years ago. DNA, that survived over 25 something years, was taken and....they MAPPED OUT A DNA PROFILE of Zodiac!!! Didn't take long after that to HIT A MATCH, which led police to a long retired Navy cryptographer.....who lived a life "cut short" by terminal illness.
He was never arrested nor did he face trial for his crimes--in fact he died rather quietly in life.
But chillingly during a police search of the home Zodiac left behind, they found smoking gun evidence this guy was the elusive Zodiac serial killer.
Zodiac got away with it.

several people who worked his case are still around there is a book by robert grey smith i believe and he was one of the reports that covered it in his book he gave out details and idea about who the zodiac was and why he had gotten away with so much, I think that we will never really know who it was untill someone is cleaning out a house for some relative and they stubble upon a trunk with the black hood, and even then we may never know, if he was your uncle or grandfather would you want people to know that? sorry didn't mean to give a new question to your's
