Goosebumps are caused by the pilomotor reflex. When you're exposed to cold temperatures or emotional stimuli, or if your skin's irritated, this reflex triggers an involuntary muscle contraction that raises the hairs of your skin, producing goosebumps. The response to cold, known as piloerection, helps keep air near the skin, thereby retaining heat for the body.
goosebumps is actually a physical reaction called vasoconstriction whereby the veins 'recede' further down into the skin when it's cold. Your face skin is thinner there, so it might just be easier to keep warm.

LOL very good question.

Goose bumps are caused by little muscles in the skin called erector pilae.
Each of these muscles is attached to a hair follicle. So, when the muscle
contracts, the hair stands up straight.

There are, however, several parts of the body where the skin does not
possess erector pilae muscles. These are usually areas where the skin is
serving other functions, such as the grasping function of the palms. In
the face, we still have erector pilae like muscles, except that they have
grown much larger. Collectively, these muscles are known as the muscles of
facial expression.
They still serve these functions in humans,
but they also allow us to smile, frown and make a number of other faces to
convey emotion. So, we don抰 get goose bumps on our face because the skin
muscles have other, more important, functions in that area.

Perhaps it's because our faces are always exposed to the elements and therefore get used to the cold. We have clothing for every other part of the body.

I don't know I have never pondered that question. I mean we get them on the top of our head and everywhere else, why not on the face, I am going to have to look that one up.

we dont need them on our face. We need them on our body to increase the core temperature. Also, the blood to the head remains warm - it has to protect the brain
