If your city has a free weekly paper, get that. I know in Baltimore's and Pittsburgh's papers, there are lots of advertisements for medical studies. Most, if not all, include compensation. I don't know what the market's like in other cities, as both of my examples have large university medical centers.

Yes You can and yes I have. A local company was doing a skin cream test and all I had to do was sit for a weekend and let them put cream on my arm.

Some experimental psychologists hire through the paper or pay their students for participating in experiments. I haven't experienced this, though.
