now there is a website call gsmworld.com that shows all the countries and frequency.. if you buy phone from ebay.. make sure it is a unlocked phone and if you are going with cingular or tmobile make sure it is gsm phone... now in the usa the frequencies are 850 / 1900 ... to prove what i am telling you.. go to the website above.. click on gsm roaming and then gsm coverage map, then click on united states and it will show a lot of carriers and beside them are frequencies... before you buy any phone call the carrier.. to make sure they are gsm.. right now some areas are not gsm.. they are tdma... which means you would have to buy a tdma unlocked phone on ebay if your area doesn't take gsm.. so call the carrier store or cust service to ask....

Call the provider you want to go with and ask them what system they use. If you're a new costumer, the company will probably give you a free one.

Actually it depends on which provider you decide to go with. They don't just work on their own.

maybe you need to stand on your roof with a fork during a thunderstorm and let the lightening tell you...
