if under the right downgrades of a bmw m3 gtr
would i be able to drive it on normal city streets?

The M3 GTR was produced as a street car (the above answer is incorrect) in order to fulfill ALMS and LeMans production car requirements, so no modifications would be necessary. It wasn't sold in the US (I'm not sure where you live), but is a normal street car.

the gtr is not nhsta approved for title in the united states.
theres only been 2 street legal gtrs ever made, and they are not in the US.

yes, with the right downgrades. and getting it all registered and inspected.
