Here are several reasons I can give you:
1. It sets a bad example for young children who might happen to see them smoking in public. We don't want to encourage children to destroy their health starting at an early age.
2. It can and often does lead to unsightly cigarette butts littering public parks and other public places, which destroys the aesthetics of those areas.
3. There is of necessity an attendant cost associated with having to rid the areas mentioned in #2 of the litter thus accumulated, which comes out of public tax dollars. How many tax dollars could be saved by eliminating these costs?

Money for one. Millions of dollars spent on cancers caused from smoking. Cancer isn't curable so I'd bet plenty of politicians see it as a waste of money....money that can be spent in other ways.
Votes. If most of a politicians constituents are non-smokers, banning it may get him or her in office again.
Frankly, I don't think the lawmakers necessarily care about health issues. I'm not saying they want people to get ill or that they're heartless when someone does get ill. I just think if you weighed a persons health problems from smoking and/or second hand smoke against freeing up government monies that's spent on smoke-related illnesses and research instead of padding pockets and special-interest group, the money issue would be more important to politicians.

Passing legislation against smoking would be good for the weakening of the U.S. Constitution. It would also be good for subversive communists in dividing the society. Basically, it would do a whole lot of good for enemies of the United States and cowards that need a phoney cause because they lack the courage to protect babies in the mother's womb from butchers that work for the Devil.

I smoke cigars. I have never smoked in restaurants, schools or other public places where others might be offended. The no smoking laws don't bother me, and never have. But, the government's ability to regulate my smoking ends at MY PROPERTY LINE. When non- smokers start making my car payments, house-payments, and my property tax bills, they can then tell me that i can't smoke at home, or in my car.
