You are a little vague about the problem.

Are you with an ISP (Internet Service Provider) that sent you an install CD. Then was Netscape the browser that came with their software. If this is the case.
(L) click on "Start" button.
(L) click on "Control Panel"
(L) click on the "Tools" drop down menu.
(L) click "Folder Options".
(L) click on the "File Types" tab.

When the "File Types" tab is displayed, you will briefly (how long is dependent on how fast your computers processor unit (CPU) is) see the flashlight waving back and forth. It will then display the "File Types" tab and in the box below "Registered file types:" are the filename extensions and what applications are associated with them.
Press the letter "h" it will move down the list to the first extension starting with "H". You should be only a few entries away from .htm If you cannot see .htm go to the downward pointer and (L) click until you see the .htm extension.

Go to .htm select with a (L) click.

In the bottom of the "File Types" tab, the extension you clicked on will be indicated by the heading on the box
"Details for 'HTM' extension".

Now you can see what is the default application for opening up one of the types of web documents. I think that you will find that "Netscape" is indicated on the line "Opens with" followed by an icon and the name of the default application.

netscape is the old version of firefox i think
you need to configure your browser so it can connect to the internet
in firefox go to tools options then in the general tab click on connection settings and make sure that the dot with direct connection to the internet is clicked on
with explorer its generally the same but i don't use it anymore
you may have to contact your isp

You could have a firewall or those networks are busy
