Ok, I found it and yes, it was an old song that a few of you mentioned called "Personality"! I guess a hair commerical took it and changed it to advertise their product.

You must have a good memory, That song was release in 1983 by Transvision Vamp, an English band with lead singer Wendy James, The particular song you are think of is from the Valvetine album and is called Coloured Feathers, I know this as I was once a roadie for this band and it was my favourite song
