my eyes naturally sorta droop down in the corners. if i put much eye liner on it makes them look dirty and smallish. does anyone know how to open up this kind of eye and make them look "lifted" in the corners? or just how to make them look rounder and more open?

To make your eyes look more awake, apply some white eyeliner or eyeshadow on the inside corner of both your upper and your lower lids. I have almond shaped eyes, and I put brown eyeliner on the tops of my eyelids and only half on the bottoms. I have found that using black eyeliner makes my eyes seem much smaller, so I suggest using a lighter color. Mascara also helps with making your eyes look more open.

according to about.com:
You can lift down-turned eyes with makeup. Apply shadow to the outer corner of the lid, extending color up & out like a feline shape. Add a light highligher color to brow bone & skip the eyeliner -- it will only accentuate the 'droopy' contour. Apply mascara, concentrating on the inner corner of the eye. Lastly, you can try smudging a silver show on the inner corners of the eyes to help 'lift' them.

I have the same problem as you and I have been doing this trick for 3 yrs and its worked great for me. What I do is extend my eyeliner on the bottom lid just like 1/2 a centimeter on my skin.
It gives the illusion of the eye being almond shaped and perfectly
shaped on the ends...

I have been trying to think of how to describe how to do your eyes but I just can't.
What I recommend it finding a make-up how to book like Kevyn Aucoin or do a search at your library or book store for a make-up book. Find your eye shape and follow their directions. It should be quite easy. Or you can go to a Sephora or make-up counter and ask them for help.
