switching lanes when 4th runner i dont get it!!

The only time a lane is switched is running relays indoors the 2nd runner is allowed to switch in after receiving the baton and after the 1st turn, and outdoors in the 4X 400M again the 2nd runner way before the 4th, if a team waited and didn't switch until the 4th runner they have given up a lot of ground, gonna be quite far behind and losing miserably
