Things have gotten better from what I've heard through many news sources. We have agreed to talks(6-party talks) and things to seem to be moving in the right direction....is this correct?

Kim doesn't care how hungry and cold the comrades are; if he did, he'd have run the country differently. He just wants to stay in power. But yes, I think things are a little better between Kim and the West.
I doubt he would use the nuke really, but who knows with the Global Crisis coming?
The bigger danger is probably that his heirs to power could use it or sell it, or lose it and the finder would use it.... Kim is an old-fashioned Dictator, he wants to control his turf but is not trying to take over the world.

Current appearances seem to indicate some progress toward North Korea halting their nuclear dreams for now. Of course, with those folks it is a word said wrong away from disaster at any given moment. Mostly, it all depends upon how hungry and cold their poor comrades are and if they can be successful in leaching more supplies from the US.
