Normally, a power cut can be achieved by lowering the voltage for everyone although it can mean a total failure of the system. Load shedding is the system dropping sections of power supply, usually in hopes of preserving the rest of the system. Some industries get a lower rate for power because they agree to be shed in times of heavy load, usually with a few minutes notice during which they turn on more expensive generators on site to maintain critical activity. During an emergency, like the black out in the Northeast, utilities will cut off entire areas abruptly, shedding the load, to keep distribution centers from overloading and tripping or generators from overloading a shutting down. Once tripped or down, it may take hours to bring them back up, which is avoided if shedding is done fast enough.
