Several reasons:
It's a way of enacting our resentment for having to do something that we would prefer not to do.
It is a way of gambling, trying to see if we can put things off so long that we think we can accomplish it, but we're not certain.
It may reflect too many things on our agenda, and we have not prioritized well.

I leave things to the last moment because things relevant to the things that need to be done are in a constant state of flux. The last moments present a much clearer picture of what is imminent and relevant to be done, and that results in efficiency of action. People may change their minds, the weather may change, the goals may change, the job goals may change, there may be more refinement in the desired and necessary action.
When I leave things to the last moments, I realize that I really haven't for the hidden goals of action have been "cooking" in the mind as to what problems there may be in achieving the action and mentally planning the same and getting the necessary materials, even though it may not seem like true action.
When I leave things to the last moments, I realize that there will be "last moments" which will supply the necessary stress to energize the accomplishment of the action.
When leaving things to the last moment have resulted in poor and unsuccessful achievement, then that record should alter your future preparation and timing; however that has not been the case. Leaving things to the last moment has most always led to optimal performance.

I think it more of choice, whether it is of importance to you. Depending on who you are and how you look at things that need done. If I say I am going to do something I usually do it right away, I hate it when I say something and wait, it bugs me to have it on my conscious. Procrastinators to me are people who don't see the importance of the matter who wait to do things til the last moment. I have done this on occasion, but like I said it bothers my conscious, I want it done and I want it done now, is how I think. Procrastinators get on my nerves, because why say your going to be there in a hour and you don't show for instance. To me shows they don't care or it is of no importance to them.

I think it's because we're always "too busy" or we tell ourselves "I got plenty of time" to do this or that, and before you know it, it's the last moment.
Poor Planning On Your Part Does Not Constitute An Emergency On My Part,,,,,,,<==== someone said this phrase in a movie once, and I've never forgotten it.

We miss judge our time. We might not want to do it. Some things take more time than we realize.
We take too many things on to do than we can find time for.
We do take over the traits of our parents, etc. All this had to start with someone.

Some people are--I usually like to get things done way ahead of time.Just differences in personality,upbringing,etc.

because you don't really want to do it and better things keep coming up..and so you keep telling yourself i'll do it later and when that time comes you do the same thing till finally its last minute.
