Could be a case of corrosion in the pipes if they are old and metallic, could be a kinked or partially collapsed pipe. If you have a filter in the line, it might need cleaning (I am on a well, and have a pressure regulator between the tanks and the house to keep the pressure constant, it has a screen in it that requires cleaning from time to time). Could be that your main shut-off valve is not opened all the way. Or it might have a problem that constricts flow when volume increases.

You are not specific, is it only the bib that you water the lawn with that has the problem or all the faucets in the house? If just at that bib, trace back starting at the hose, and check washers, pipes, etc.

I'd start as close to the main shut-off as possible and see if the problem seems to be up-stream or down stream of that point,. Try to narrow it down to a specific location.

Good luck.

Make sure all valves are fully open. Make sure your main valve is a full port valve. Your main water line might be too small in the house. The main cold water feed through the house should be at least 3/4". If you have 1/2" pipe feeding everything, that can be a problem. 1/2" pipe can carry only so much water, and is fine for one appliance or fixture. But you can't feed a hose bibb, and a sink, and a tub, etc... from a 1/2" line.

Your service pipes are too small. They can't service two openings at one time at the same pressure.
