It is a good idea to wear your panties underneath your pantyhose.
The main reason is that the tight nylon and spandex of the hose, while making your legs look great, do not allow perspiration of your body to evaporate, much why your feet tend to be sweaty and may develop and odor over time. It is recommended to wear panties so that they absorb some of that sweat and keep it away from your body, thus preventing you from getting a rash.
It really is up to you on preference. Sometimes it is considered very inappropriate since if you are wearing a skirt, and someone gets a peak up, they can see everything since pantyhose tend to be very thin. It is much better to maintain your modesty in a compromising position (such as you fall, or happen to be walking up stairs) they cannot see anything except for your panties, which is embarrassing, but less so than them seeing anything else which they should not.
So, really it is a matter of preference, but it does not serve much purpose to wear the panties over the hose, for the reasons I mentioned above.
Do what you feel most comfortable doing. If you do not like wearing the hose over your panties, maybe you should look into going with a garter and stockings, but that brings about a lot more annoyances...

All the chicks I ever went with or dated wore their pantyhose under their panties or never wore panties with them! or never wore pantyhose with panties, or just wore pantyhose alone!

If I have to wear pantyhose, the panties go under the hose for me. So are you asking b/c you are a perv or what?

U WEAR PANTIES FIRST!!!! then put on the pantyhose...it wouldn't be nice wearing just the pantyhose...idk, thats how i wear them...laterz

No panities, they are part of the pantyhose, thus the name. It gives you a sleeker look.
