Sunny weather is typically under high pressure areas and cloudy weather is under low pressure areas. High pressure areas tend to be colder than low pressure areas, especially in the winter, since cold air is denser than hot air.

It really depends on the season and time of day or night. During the day in the summer it will be warmer when it's clear and the sun is out and cooler when there is cloud cover because of the angle the sun hits the Earth in the summer as opposed to in the winter. During the night it's warmer with cloud cover because the clouds trap the heat. During the winter months because of the degree of which the sun is hitting the Earth it doesn't warm up nearly as much compared to the summer so it's still warmer with cloud cover compared to sunshine normally during the winter.

on a cold clear day when the sun is shining the heat radiates back into space.

on a cloudy day the heat gets in but the clouds act as a blanket holding the heat in the air

on a clear sunny day if you lie down on the ground with the sun shining on you you can feel the heat horses and cattle with lie down on a cold sunny day to get warm

Clouds act as an insulator and hold heat in. Clear skies let warm air, which rises, out into space.

If there is snow, it reflects most of the light back up. Also if it was clear overnight, the daytime heat escaped faster meaning the temp will have to move a lot faster to warm up.

The overcasted sky hold most of the warmth in, otherwise on a clear day/night, it's just gonna get colder on a winter day.

I heard on the Weather Network (Canadian station) that it has something to do with light reflecting off the clouds.
