Well, for 100-200, you aren't going to get a good guitar unless you buy second-hand. My personal mind-set is to wait a while, spend the extra money, and get really good stuff. If you aren't sure if you're going to stick with the instrument get the Squier starter pack. It's a so-so guitar, with a so-so amp, that in the long run is good to learn on but not much else.
It's really cheap, and that shines through, but if you need a guitar right now it'll save you some money to put towards an actual really good guitar when the time comes, or if you decide to give up and never play again, you didn't waste to much money.

The Squier's aren't bad. Just don't get one with a laminated (plywood) bodies, you surely be disappointed in the long run. You'll want one with a wood body. Most message postings on message boards will complain about the cheaper wood bodies on the Squiers, but cheap wood is still better than plywood. At least if it is wood you'll probably keep, if it is laminated you'll probably want to throw it away when tired of it. Your best off getting a Squier Strat as your first electric. You can get many different sounds from a Strat's pickup combination.
For amps in the $50-100 range won't get you much, but all you really need to start with is a practice amp, solid state, maybe 15watts, and I'd look for at least an 8" speaker in that size amp.
I just checked musiciandsfriend.com and there are several amps by Kustom in your price range. There is 10watt with a 12"speaker with reverb and even a 12WATT TUBE AMP THAT HAS SEVERAL GOOD USER REVIEWS.

the first 2 answers are right on... the squire stuff isn't bad for the $$$$, and the first act stuff would probably be more frustrating than anything. my first guitar was a $100 pawn shop hondo II les paul copy and it was perfect for me because it stayed in tune (important) and it sounded good. good luck

the squire starter package mentioned above is a great choice. also check out the ibanez starter pack (i'm not a very big fender fan).
DO NOT buy a first act guitar from walmart. they are trash.
also, check your local pawn shop. they usually have guitars for lower prices.
