Seriously, i dont understand it. they are virtually ineffective in getting anything other than a turned up nose, or a death glare. SO, why do guys do it?

Well usually guys whistle or call based on a lady's physical appearance. Shes usually very attractive to receive a call. Take no offense, other reasons are to get her attention and be noticed.
True the call or whistle may not be effective in meeting or hooking up but not all people glare of snub their nose. Believe it or not some smile and take it for the complement it is.
I whistle at my wife all the time, hope she isn't offended that I still think shes hot after nine years of marriage.
Now I cant speak for the calls that are followed with obscenities.

i see it all the time where i live. guys will be like "yo, shorty! SHORTTTTTY!!!! Holla at me yo! holla back, holla....I SAID HOLLAAAAA!!!! They are really loud and aggressive, but women actually find this sexy I believe because I have seen it work with my own eyes. I have been in Newark and Queens and have seen girls smile and walk across the street to meet a guy after he did this, so they keep doing it because it clearly works. Women love attention. When guys start screaming at them to holla back the whole neighborhood wonders what the heck is going on and they pay attention to see what is happening.....so she gets attention.

They see a hot girl and they want her attention. Guys do it because it the nature of the male species.
