Well, this has actually happened to me. This guy told me had just gotten out of rehab and was suppose to be at this place but the ticket he was given didn't work on the Metro. (I was in VA) I gave him all I had, which was $16 and later wondered if I'd gotten scammed. Decided he must have needed it more than me.

I wouldn't give anything. If they want something for free, I'd like to at least know the reason... but even then, most likely, no.
