Peggysims is the absolute best. 10 dollars for one month isn't the bad. i love their hair and am currently in the process of obtaining some. modtheSims2 has some great hair as well. it all depends on what you looking for.

Don't do limewire, go where you can actually see what you're downloading.
modthesims2.com (very cute hair) you need to register though, but it's free
peggysims2.net (free downloads) but much more in the doantion area, it's not very expensive and you can download more than just hair.
