No, they'll just make you take two years in college.

They like for you to have taken a foreign language in high school, and avoiding them by choice might not be viewed favorably by admissions, but it does not by any means prevent you from going to college. Regardless of whether you've taken a language or not, you have to take 2 years (sometimes 1.5) of one in college anyway. If you take a foreign language in high school and do well, you can place out of some or all of those required classes, and if not, you start from scratch. Some people who take 1-2 years of a foreign language have to start over anyway, and many choose to learn a new language different from what they studied in high school.
That said, if you have the opportunity to take one, do, even if it's not the one you'd want to take in college. Not only does it look better on your application, but foreign language classes generally go much faster in college than high school, and if you've never studied another language, you'll have to work harder to keep up.

Most colleges require a certain no. of years of foreign languages. If you went to a private school, I'd look into private colleges. They are probably more understanding about that sort of thing. Worst case senario - you could go to community college to get those F. language credits and transfer to a real college. If your grades are good enough, colleges should overlook your situation.

depends on the state/college.
I believe Texas requires 2 years of a foreign language.
If your school did not offer foreign languages, either call admissions of the schools you are applying to to ask them about it, or if there is a place on your application explain it to them.

If your school didn't offer any languages, then a college won't hold it against you. If it did and you chose not to take any, then they will
