The answer to your questions is extremely long... the best thing for you to do is get a copy of either Microsoft Frontpage or Macromedia (now adobe) dreamweaver and use the program as if you're using Microsoft word... then you can learn how to upload your pages at www.freeservers.com

Here's a rough outline of the steps I go through (though I don't repeat step 1 for each project):

1. Learn how to create a web page using HTML and/or a web editing program (Front Page or Dreamweaver). Also learn how to create/edit/optimize graphics in whatever graphics program you have available. (Photoshop's the best, but it's pricey; you can probably do a decent job in much cheaper programs.)

2. Decide what you want in your website (page content, graphics) as well as the navigational layout. (This is best done with pencil and paper so you don't get bogged down in the implementation when you should be worrying about the content.)

3. Create the whole thing on your computer using the tools you learned in step 1. Test all internal links, fix typos, etc. Modify things as needed. Pay attention to the navigation scheme in action -- can a user really find things easily, navigate back to the home page without using the Back button, etc.?

4. Register a domain name and arrange for web server space with a hosting service. (I've had clients do this first, and they usually end up paying for several months of server space with no content on it, and some have never gotten the web site created -- so don't pay for the server space until you're ready to go.)

5. Upload your site to the web server. Test external links, run through it, making sure all the graphics are there, and so on. Fix as necessary.

If you're hardworking enough try to learn HTML coding where you can make your webpages with basic word editor such as notepad and upload it to sites such as this http://geocities.yahoo.com/
