Maybe she isn't comfortable with it. You can't make her start wearing underwear except when she wears skirts. You can try asking her to start wearing underwear, but don't get mad if you don't get results.

it's annoying. we get stuck with a bra so if we can get away with not wearing panties, why would we? i don't care what kind you buy they always go up you bum and you have to try and get them out without anyone noticing. just avoid the whole situation.

if you got to choose if you could wear no clothes and have no reprecussions would you? neither would I. Girls just get it lucky by having the choice of not wearing undies.
