A tornado watch means the weather forcasters are watching for a tornado because the current weather says that there may be one.
A tornado warning means the weather forcasters found the tornado, and you better get the hell away from there.

a tornado warning means that a tornado has been spotted by someone, or on the radar they see a "hook." That is the place on a storm where most tornadoes form.
