If I remember my physics class correctly, the longer one will fracture first because torque is stronger with a bigger radius.

also depends on the shape and the angle of the twisting. But in the twisting, which ever is the bigger of the two on the part that recieves the most stress would be the winner. And also, which ever has the better bone density....
