I have a computer with a Pentium 4 1.8 GHZ processor & 120GB hard drive. Today it acted as if it shut down but the green power light remained on. When I tried to turn it off by pressing the power button, it would not turn off. After unplugging it and then plugging it back in, it started normally and was fully functional for a few minutes before the same thing happened a second time.

What could be wrong with it and how much should I expect to pay to get it fixed?

I do not think it is going into sleep or hibernation, it acts as if it has been unplugged with the exception of the green power light remaining on. It becomes completely silent. When I hold the power button in it will not turn off and I have to unplug it. I am hesitant about turning it on again due to possible damage.

It sounds like it's entering Standby or Hibernation mode and not waking up. Check your power saver setting and turn off standby or hibernation features. Also you can shut dowm a PC by holding the power button in for 5-7 seconds. Usually it will force a shutdown. If the Green Light stays on it usually means power saver mode. If it turns yellow, or the gren light is flashing it could be a power supply issue. Is the power supply fan turning?

Try going into the power settings and configure it from there. That should enable you to choose your type of shutdown.
