A pair of shears is any scissors-type tool of relatively large size. Like scissors, shears combine slightly offset jaws to cut material through physical shear, and combine this with levers to apply a considerable shear force. Shears are usually intended for cutting much heavier material than scissors though.
pinking shears - for cutting cloth with an edge which will not fray
pruning shears - for cutting light tree branches
grass shears - for trimming grass
tin snips - for cutting light sheet metal or corrugated galvanised iron
Jaws of Life (hydraulic cutters) for cutting heavy sheet metal
throatless shears - for cutting complex shapes in sheet metal
wool shears - for collecting wool from an animal's fleece
poultry shears / kitchen shears - a food preparation utensil.
Hair Shears - for cutting hair as a cosmetologist/hairdresser or for pet grooming.

Scissors are a tool used for cutting thin material which requires little force. They are used for cutting, for example, paper, cardboard, metal foil, thin plastic, food, cloth, rope and wire. They are also used for cutting hair and nails.
Unlike a knife, scissors have two pivoted (or hinged ) blades. Most types of scissors are not particularly sharp; it is primarily the shearing between the two blades which cuts. Children's scissors are even less sharp, and are often protected with plastic.
Although often used interchangeably with "scissors," the term shears is reserved by those in the industry for scissors longer than 15 cm

shear is just a description of what scissors can do. shears are used to cut things closely to the body or shape from which something is being cut away. sheep shears....

usually big scissors are called shears.
it just refers to the type of action it performs.
it applies a shear force to the object being cut.

they are similar only in there cutting actin,shear are used more in gardening or even shearing sheep,the smaller version are scissors are used for cutting paper,materials etc

Shears will cut through thicker materials, or different materials that sissors will not cut through. Ex. Metal Shears (cut sheets of metal)...sissors will not cut through metal at all.

not really shears are bigger and sometimes used with both hands a rifel and a cannon are both guns but hardly the same thing

Usage of words change over time.
Shear means to cut or trim. And that is the function of scissors.
Some tools have the same name as their function, for instance "Lawn mower".
