Well in India, Poverty Line is used to measure food insecurity and povert. A person is considered poor if his or her income or consumption level goes below a minimum level.
A minimum requirement of food, medical and educational requirement, fuel, footwear, light, clothes etc., are determined for bare subsistence, with their prices being multiplied in rupees.
In urban areas it is 454 rupees.
In rural areas it is 328 rupees.

Surely that can not be the only criteria for the measurement of minimum wages.
