Anyone can legally file a complant and give a report. You can also go to your States or District Attorney's and file charges if you have substantial evidence and witnesses on your behalf.
Police are protectors of the law and the community they serve. They can not prevent you from a legal complaint or requesting charges on someone else. This is a free country. Go to the library or research on line to find out your legal rights as well.
Try checking wikipedia or some of the sites helping with legal matters.

Talk to the local news media and get a lawyer, sounds like corruption, which sadly, is all too common. Try the state police, they are the professional law enforcement. While you are at it contact Bill O'Reilly or Glenn Beck, chances are you won't hear a response but if you do it will get national attention, and nothing shakes up the local doughnut dunkers faster than their party bosses being p.o.'d at that sort of attention.

The local prosecutor (aka district attorney) usually makes the decision on whether to file charges or not.
If the police won't address your concerns, talk to the county prosecutor's office.

Just because you were the only one injured, doesnt mean that you were the victim. The police have already concluded their investigation and determined that you were at fault, thus the reason for the summons. The next step is to go to court and prove your case and move on.

I'm not certain of the legalities. You need to consult an attorney to find out what your legal rights are in such a situation.

I don't think they can stop you from filing charges against anyone, but you have to check with an attorney. It is definitely in your best interest to check with one.

The officer gathered the facts and believed there was no reason for you to assault someone...that's why.
Just because someone says something you don't like or calls you a name, doesn't mean that you can lay hands on him/her.

sounds funny to me, in my city you have to go down to the court building to the prosecuter's office and file a complaint then they decide to what they want to do . and they tell you what may or may not happen when you file your complaint.
