flasher, tail, brake, parking lights etc work fine... even without the signal and/or backup lights on.. I can put a new fuse in the #5 position in the fuse box under the dash..... just turn the key on (that's all...) and it blows the 15 amp fuse immediately... I have unpluged the signal lights from the blinker, dimmer, washer in the column and the backup harness to the backup lite switch on left side of the transmission; put a new fuse in - turn on the key and it blows everytime...took off the fuse box and checked the back of it for shorted wiring ....... nothing....... removed the threshhold plate at drivers door and all wiring is just fine.... checked underneath van and everything looks great.... removed both rear tail lights units and check them and the light bulb sockets for short and nothing........ HELP HELP HELP I do not have much hair left...
thank you all....... this is our Church Van and I am trying to fix it before Sunday..... thanks again and God Bless you ALL

the blinker relay is behind the windshield washer control cover, take that cover off and use a mirror to look to the right, my blinkers didn't work and had the same problem, it is not the emergency relay under the dash, that's easy to find, it located just to the left of the speedometer cluster and hard to see without a mirror, and it hard to take out, but i did it,

If it's a North American (read US or Canada built) econoline, Ford uses the same fuse for many things other than just turn signals possibly.

Step one... find and read the owners manual and see what's all the things on that fuse...

I don't have one for a 94 but found one online for a 1996 and that fuse also controls the transmission control switch (that switch that's on the end of the shift handle) among other things...

They also have a habit of breaking the wires and shorting on themselves and you may need a new shifter handle (but recommend a shop or dealer double check and replace)

Easy way to find out is put van in first (all the way down to number 1) with the parking brake on.. put a new fuse in and see if it blows it again... sometimes moving the handle will work wonders..

Can't put it into gear cause of the fuse? Turn to the first key position put foot on brake and pull on handle .. but make sure parking brake is on.. insert fuse and see if turning it on, blows the fuse...

as other than that, I would need to find the short that keeps popping the fuse as a higher amp fuse (like the 25amp the one girl suggested) can cause a fire

i think i read in a car magazine that they do have relays. But try puting a 25 amp fuse in first. Some times this works wonders.
