The Microsoft Jet database engine cannot open the file?

The Microsoft Jet database engine cannot open the file 'C:\Inetpub\wwwroot\WebApplication3\XYZ.mdb'. It is already opened exclusively by another user, or you need permission to view its data. ........plz help to solve this problem
