Well, first you should try to kindly ask the other people in your house to be more considerate of you while your studying. If that doesn't work (and even if it does), I hope these things will help you out:
First your need to create a study schedule that you follow everyday. Don't forget to include breaks. I think the best is to work and study for 50 minutes then take a 10 minute break. The break should be in a room other than the one you are working in so your mind can be as far away from working as possible, otherwise what's the point of taking a break?
Second, do all of the easier work first. This will help build some mental momentum for your tougher assignments. Trying to tackle the big stuff in the beginning can take a lot out of you and may even cause you to do worse on the lighter course work.
Third, back to breaks. Eat some healthy snacks, like fruit or an energy bar to keep you awake. You can drink fruit juice, or sports drinks as well. But stay away from drinks that are high in sugar like sodas, because those will put you on a sugar high for a few minutes but bring you down lower than you were before you started.
Fourth, have a clean work space. If your desk is jumbled, so will your thought process.
Five, BELIEVE IN YOURSELF! No matter what the obstacle whether at home or at school, you can do this. Good luck!

Have you ever noticed that when you're really intrigued by something--like a fascinating book or article--you don't notice as much what's going on around you?
Well part of the trick to studying effectively is getting intrigued. How do you do this? Skim the material first, and ask yourself questions. Why is this important? What does this mean to me? (Try to be honest: everything is relevant and interesting if you give it a chance.) And then... so what are the key points? What do experts know? What do they still need to know? And what does this mean to me?
Now review/read the material more deeply, trying to answer your questions. Studying while looking for answers is a much more absorbing experience than studying to fill up the time.

That sounds like a very difficult environment for focus and concerntration. Can you talk to your family about turning down the volume? I'm sure your studies are also in their interest, maybe they just don't realize how loud they are?
Another idea is to use noise cancelling head phones.
Else, it might be better to go to the library or coffee shop near by.

It seems like you have a busy house, why not try studying in the library. Or if there is none in your neighborhood, study when your little brother is asleep.

find somewhere else to study, that's not at your house. i go to the barnes and noble in a nearby town of where i live to do my homework and plus they have tons of books so there's always resources around. if you don't have anywhere like that to go, try a town library. that used to work for me too. anywhere that there's going to be peace and quiet is a good place.
