If you are only going to be in Europe for one week then you should pick one city.
One week is barely enough to scratch the surface of a city like London, Paris or Rome.
While Europe is not terribly large and the number of places to see very dense, you'll spend too much time getting from one place to another and settling into hotels in such a brief periord of time.
If yoou have little experience with foreign travel then London or Dublin might be good choices as English is the local language. Amsterdam would also fit as the use of English is very widespread.
Paris is also always a good place to visit. They are used to English speaking tourists and the city itself is relatively compact and rich in sights that are easily accessible.

I would spend a couple days in one country and a couple days in it's neighbor. France and Italy or France and Spain. But, might I suggest a "Carpathian" vacation in Ukraine and Romania. The Carpathian mountains are beautiful and breathtaking with romantic little villages scattered throughout. I would go in the summer, though.

for a 1 week trip, stay in one country.
if you go to italy, rent a car and discover the area around Florence, then you can go to either Venice or Rome. or fly to rome and then drive to Naples and the coast. you won't be able to do it all in one week.
in france, stay several days in paris and then take the train to wherever you want to visit else, the wine regions, the loire valley with its castles, the coast in the south, etc...
in spain, fly to madrid,spend a few days there, then drive to beautiful cities around madrid, segovia, toledo, then visit either Sevilla (by train) or granada and cordoba in the south (drive, fly or take the train)
