Oscar Hammerstein, those other guys may be good songwriters but they are not professional lyricist's. Some of them are actually musicians who were too cheap to hire a lyricist so they just made up their own lyrics while they were rehearsing.
Bono is not a lyricist he is a front man, I'm not knocking Bono, U2 is arguably best rock band that is still in business. But Bono once went into a recording studio to record a new song. The paper that the lyrics were written on was stolen. Bono didn't let that stop him, he just told Edge to start playing, his mates joined in, and Bono just ad libbed the 1st things that came to his mind. His fans considered that song to be on of U2's better ones.

most say bob dylan, for most of his songs are either stories or poems and are really good. others say that the doors front man jim Morrison was the greatest lyricist. as for rap i would prb say that tupac had some of the most amazing lyrics about society and uplifting lyrics. but for creativity i would say that biggie smalls had the better lyrics that flowed together amazingly
