billions of dollars have been given to NO, yet still very little has been done, violence is out of control and the people haven't came back in decent numbers. Who is responsible for this? Should the federal government had taken control of the rebuilding process instead of handing Ray Nagin a check for several billion and hope he is smart enough to do the right thing? The people of NO reelected this guy, so should Americans continue to help them if they are just going to blow/lose/steal reconstruction money, or just let them deal with the guy they way as mayor? Alsol, was it wise to try to rebuild all the poor areas of new orleans with new govenrment housing instead of letting private contractors come in and build new, more expensive homes and apartments?

Whoa!! Loaded question, friend.

The aftermath of Katrina and New Orleans inability to return to "normal" functioning is NOT due to any ONE thing or person. Collectively, it's the entire Louisianna and NewOrleans governments, as well as indirectly the US government, that is to blame for the conditions left behind, and the money that is being thrown away left and right trying to make quick patches.

Ray Nagin should have issued a mandatory evacuation earlier than he did, granted. However, and think this through VERY carefully.......how many residents would have followed the order, even if they had it? Keep in mind just how many hurricanes over the years that have directly or indirectly struck NewOrleans. They survived those, and simply put, didn't think they had any reason to expect differently this time. They still wouldn't have left.

Governor Blanco probably should have asked for federal assistance earlier than she did, but she was getting bad reports. Face it.......NO ONE really knew what it was like in town except for the ones who stayed.

Bush, Brown, and the whole FEMA fiasco? Well, let's just chalk that one up to typical government thinking that tossing money at something will solve the problem.

As for the rebuilding, you are right......they haven't returned in droves. Why should they? They (or at least the majority of them) lost everything, and have now reestablished lives elsewhere. What is the incentive for them to return? The "new" houses? They would still have to live in the areas they were already in, and quite frankly, most of them have found something better than that. I know I wouldn't go back there.

The biggest single disaster in American history? Not even close.
When the hurricane hit Galveston,Texas in 1900, The people affected did their own rebuilding and went on with their lives as best they could.
When the earthquakes in San Francisco happened in 1906 and 1989, Same thing.
Now we have a hurricane in a city, already plagued with too many on well fare roles and too high a crime rate, and we have to pay their rent,give them an income,relocate them and rebuild their city as well. Where's the logic in that?
What we should have done is, have the Army Corps of Engineers come into the city and begin dredging the Mississippi river and pump the silt from the river bottom into the area surrounded by the levies (an already made container), until the levies were full of dirt and above sea level. Then rebuild the city with investor funds, not taxpayer money. All the surveyors work is already done, it"s just 20 feet higher. The problems with the levies is solved forever, the hurricane threat is now no worse than any other gulf coast city and the people can go back on the well fare rolls.
How many billion dollars would this cost? Far less than we are likely to spend the way we are going now.
If I were an investor I would be more likely to invest in a city 20 feet higher than as it was.

Hey what happened to all the oilfeild money that was supposed to go to the rebuilding of the barrier Islands first line of defence it gets redirected it ain't all Nagan's fault although I think hes in over his head plus Nawlins is owed more than it has received but Brad Pitt and Anjalie Jolek is there now so sure they will take care of it who knows.Ig there about twice a week yall all ought to see what a devistation it is and even mor so surrounding areas.

I wouldn't trust the bastard. The mayor of NO only cares about money , even just after Katrina he pulled rescue workers off search and rescue missions to gaurd businesses from looters. Afterward he evicted displaced people to make room for tourists for mardi gras. His only concern = money, greed.

Louisiana and New Orleans have been under Democratic control for fifty years. They didn't prepare, they didn't promote self reliance and this is what happens. ANARCHY!!! And the Liberals want to blame President Bush, How delusional and myopic is that????
