yes they can if they have a uniden bearcat bc890xlt...best thing to do is never use a cordless phone or cell phone. use a phone that is plugs directly in the wall.

Yes...the possibilities are there for example if there's a 'cross-line' that happened between your phone line and your another phone line and most of the time it's your neighbour's. It's not intentional but it can happen and there are times you can even hear them too. And one more way is the people who monitored your calls can have full access in observing your calls, but most of the time they are more for informational or security purposes...

Cells and cordless only I think they go by different bands that can be receive thru certain type of radios with special chips my GrandMaw used to have one it ruff getting old.

Yeah the government has a system set up to listen to all calls and it acts on certain words spoken like bombs, drugs, murder etc...
