Yes, it is.
The crystal lattice energy for LiCl is 853 kJ/mole. Yet this energy is easily overcome by solvating water molecules (hydrogen bonding).
Salts that are completely soluble in water will be strong electrolytes. The solubility of Lithium chloride is 63.7 g/100 ml (at 0 °C). This is very soluble.

Yellow urine in mares can be a sign or protein related to pregnancy and it can also be an indication of problems with the liver and kidneys. Electrolytes are used to replace salts and minerals that the horse loses through sweating due to extreme heat or hard work. They should not be given to a horse with diarrhea as this will further create an electrolyte imbalance in the body. Diarrhea that lasts more than 3 days is something that your vet needs to know about. You need to stop the electrolytes immediately and contact your vet first thing tomorrow morning and have him come out and check your mare. You should also try to get a clean fecal sample so that the vet can take it back to the clinic for it to be analyzed. In future, anything that is out of the norm regarding urine and bowel movements should be monitored closely and reported to your vet. I'd definately forego the trainer's advice in future.

The main thing I would think that the electrolytes would do in the case of your horse would be to help prevent dehydration by encouraging increased water consumption. If your horse has had diarrhea this long, I would think it's time to get a veterinary opinion. Perhaps check a fecal, do a blood work up, look into your feeding program. That would be a good way to get started anyway.
