I am sure that Internet security is a big concern to all parents of young children and teenagers everywhere in the World.
Not only in the United States.
The use of webcams could be a concern if the child was induced into a conversation with a person who had dubious intentions.
Of more concern than webcams, are the actual website chatrooms.
This is where many of these perverse characters log on using an invented identity and talk to underage children.
With the intention of befriending them and drawing them in to conversations that have obscene sexual connotation's.
It could be said that at least an adult cannot hid their identity if a webcam is in use.
There have been recent cases of young teenagers indulging in erotic dancing and other sexually orientated acts with their boyfriends by the use of wedcam.
Some of these have found their way to sites such as utube, which could do longterm damage to the girl involved reputation self image and create huge trust issues in her future..
This is of concern to parents and police.
But it is ultimately the parents responsibility to supervise any child or underage person using the internet.
Whether a webcam is being used or not.

No this is not true. It also has nothing with what nationality the parents come from. You can see parents coming from different countries, some allowing their children to use webcam and some not. It has to do with how strict the parents are and how they view things. I lived in USA for many years and I had internet access and a webcam and my parents didn't seem to mind it as they trusted me and knew I won't use it for a bad purpose. A webcam is also very significant especially for immigrant because through it they are able to keep in touch and contact and see their relatives and families living abroad. I do not know where you got this misleading information from, but it seems like a very hasty generalization and is not based on any actual facts or evidences.

hi Haitham,
Not all of us had to do that.
I know some families that practicing very hard procedures about the computer: chatting, myspace & other private blogs.
Everyone start freaking out when the police arrested - Computer’s sex offenders-.
Plus, some kids are not fully understand how much information they are allow to give to a perfect stranger over their computers.
Now many parents using some programs (Sub 7 or Synchronizer) to monitor their kid’s computer.
I highly recommend Synchronizer program. Because you can record the user’s activity at anytime! So you can watch it later!
Also I recommend a proxy software called (netwatch). It blocks the user from accessing websites that you banned! So u can keep them safe!
In my case, I keep the computer in the corner of the family living room, and not my son’s room.
Do not get me wrong, I trust my son, but I have no idea how far the computer’s temptation can go.
I say to myself, better safe than sorry.
I think this is not about the American family only. Every concerned parent should do the same thing. Trust me what could happen to our kids can happen to any kids on earth.
At the end, it’s a powerful universal-communicating tool
