Because they are very damaging to the human body, while providing fantastic physical results. People tend to see the outward change while ignoring the inner damage they are doing to themselves.

Steroids are illegal because they can do terrible things to your body and it's organs when used without a doctor's supervision. Even in medicine, they are sometimes a drug of last resort because they are so powerful. Improper use can result in severe damage mentally, physically with the end result being death.

It is illegal for unprescribed users b/c when taken improperly by males it can cause breast development, shrinking genitalia etc.

At least they are in sports because they can give you advantages and increase your body muscular mass, and you have to use your own abilities to win the gold.
Steroids (oxandrolone, etc) are hormones, and the only acceptable use is the lack of them.
