could i make it to a uc school with a 3.3 weighted gpa. I know this is not strong since i messed up sophmore year but improved jr year. College like to see improvement so could i still make it?

Each school allows for different considerations. GPA is no longer the be-all and end-all.
Were you on the debate team?...play piano weekly at a local nursing home?...volunteer for Special Olympics?...create web sites for a winning computer science project? Are you an Eagle Scout (no kidding)? Have you been working 20 hr/wk in a field that's related to your major?
Extracurriculars are gaining in weight. GPAs are examined less closely if you can show that your time has been spent productively elsewhere.
And, of course, was that 3.3 inclusive of regents trig, calc, etc?

Yes. Depending on your SAT score, the Davis/Irvine/Santa Barbara group isn't out of the question.

San Diego is prolly out of your reach, even with a perfect SAT score. Maybe not every major, but for the most part.
