Both George W Bush and a 10 month old baby are ineligible for election in 2008.
Article 2, Clause 5 of the Constitution declares, "...neither shall any Person be eligible to that Office who shall not have attained to the Age of thirty-five Years..." So the baby is out.
The 22nd Amendment to the Constitution declares, "No person shall be elected to the office of the President more than twice, and no person who has held the office of President, or acted as President, for more than two years of a term to which some other person was elected President shall be elected to the office of the President more than once." So the current President is out.
Failing an additional Constitutional amendment (in a very constrained time frame), this scenario is not possible.

Bush isn't running in the upcoming presidential election, which I guess makes any who votes for him as smart as a 10-month-old baby.
