"Electricity" is the flow of electrons. More specifically, the flow of available valance electrons. This is why pure water, or a system consisting of only H2O molcules does not conduct electricity at all. All the valance elctrons are tied up in the molecular bonds making up the water. It is the impurities in water, such as "salt" in saltwater, that allow for the flow of valence electrons.
What causes electric current or flow to happen in any system? Effects of the electromagnetic force--which is what controls the behavior of the negatively charged electrons.

Saltwater DOESN'T make electricity. A voltage source is needed.
No; you absolutely do not need 2 types of metallic ions. As long as there are ions in the water; no matter what type, electricity can flow through it.
Additionally; it can be said that pure H2O does not conduct electricity.

Saltwater doesn't make electricity. It does conduct it better than fresh water, though, due to the presence of ions that can let current flow.

Edit:

You can create a small electric current by putting two kinds of metal in salt water. If one metal "likes" its electrons more than the other, the electrons from the other piece will gravitate to it.

Salt molecules are made of sodium ions and chlorine ions. An ion is an atom that has an electrical charge because it has either gained or lost an electron. When you put salt in water, the water molecules pull the sodium and chlorine ions apart so they are floating freely. These ions are what carry electricity through water.
