I had someone three levels up the chain micromanage me today.
Yes, I and my crew completed the single task located across town from where my assignment was. . . but he wasted almost a hour of our production time, made two levels of supervisors ( that he says "have his full support") look like fools in the eyes of the other employees;thus increasing every ones stress and discomfort to the point of creating a hostile work envioment.
In a multi-tiered corporation micromanaging doesn't contain solutions.
Lead your people to each share suggestions to accomplish your goal to make Evey one's efforts more effective.

As an employee gives you a report, grill them on how they reached the conclusions they did. Before they leave your office, call one of their co-workers and ask them to verify all the data. It is best to use a co-worker they don't get along with.

Give your employees an assignment, telling them to work on it in their spart time because it's low priority. Ask them the next day why it isn't done yet.

Be sure to take credit for their ideas when presenting them to your boss, but only after you find out the boss likes the idea.

If you hire good people who have high standards and pride, you don't need to micromanage. If you hire losers, you get what you hire.

Micromanagers are never successful when applied to a high quality outfit. There is an inevitable revolt.

There is no good way to micromanage people, and never a good excuse for it either.

Take their pens from their office into yours then tell them that they are using too many pens. Talk about how the light bulbs keep burning out. Talk about how no one replaces the toilet paper. Talk about the laws of the state and how we need to understand the laws. Talk down to everyone. Ask questions and ignore ideas. Treat your workers like they are scum. Have several managers talk to a single coworker about their single mistake.
