oddly , shot guy was the guy who got state of Texas to stop using humans ( non-volunteer black prison inmates ) to train the dogs they use for jailbreaks, after one inmate was found face down drowned ,after an 'exercise' where dogs chased him into water . who'd have thought v.p. would hang out with a civil rights lawyer?

I seriously doubt that he'll sue. From what I remember, he and Cheney remained friends. And he's wealthy enough that he certainly doesn't need the money.
