This depends upon two issues. What is your system maintenance expertise? Are you having unexplainable system issues?
From the Expertise side, you know how to perform basic system maintenance, have in place meaning full anti virus and firewall software.
Have a meaningful Registry cleaner and a Defrag software. NEVER open e-mails unless you know the source. Regularly delete all Internet temp files as well as system temp files too include the RECENT folder.
On the other side, if you have performance/system issues and you have not purchased any new devices/software and the system is more than 1 or two years old, often times, a new install will resolve a lot of issues!
All systems have some sort of Mal ware on them and often, only a clean install will remove them.
Your personal identification is at stake!
Clean install means, disconnect system from the Internet, deleting all partitions, creating new partitions, formatting the partition into NTFS, reinstalling motherboard driver/utilities, all software/anti virus and firewall, then reconnecting to the Internet, going to Microsoft.com for a complete system update.
