umm, what does the site do? put that somewhere, maybe under the title somehow

Actually, I thought it was pretty good, and I commend you for not using tables and using CSS. However, unless the project called for all the CSS to be inline, it really should be in a separate file. You also could tighten up your title a bit, too many spaces. And add keywords and a description to your meta tags.

I liked the colors, but think that a dark background (on the far right and far left borders) would make the center content stand out more.

Your second red bar doesn't meet on the left side (in IE7, Firefox or Opera), but other than that it renders very well in them all.

The one thing I would suggest is that you put a link back to your home page on your subsequent pages. I got lost inside and couldn't find my way back. Also, adding breadcrumbs would help your visitors figure out where they were within the site.

I think it looks ok. Personally I don't like the red though.
It is a tad too aggressive with the rest of the color scheme.
