Yes, but it will take conditioning with treats. It may be easier for a hamster to respond to a bell rather than a word in the english language. Give a treat and ring the bell or say its name as it's eating the treat. Then begin giving the treat and ringing the bell or saying its name simultaneously. Next ring the bell or say its name immediately before giving the treat. Next, ring the bell or say its name and see how it responds. Is the hamster coming to you anticipating a treat? If so, terrific! If not, you'll need to keep do the last step or two until the hamster understands.
You will need to do a several training sessions for each of these steps. In a training session you want to one of the behaviors I described above over and over again. You will need to do several training sessions a day for a week. So Week 1, you will be offering a treat and then ringing a bell or saying its name. You will do this about twenty times row during one training session and you will want to do 3-4 training sessions a day. Week 2, you'll move to the next step of offering the treat at the same time you're ringing the bell or saying its name. Week 3, ...well, you get the idea. If you hamster seems to be understanding then you can move through the steps more quickly.

Yes you can if you start when the hammy is a baby. Lots of handling and saying its name. My daughter did do this. I couldn't believe that they had that much brain power.
